[Full-time] Education Planning and Management Specialist at United Nations Pakistan

The Government of Pakistan and the UN jointly formulated Refugee Affected and Hosting Areas (RAHA) Joint Programme to deliver a package of integrated services namely, education, health, water, water and sanitation, livelihood development to foster social cohesion between Pakistani and Afghan communities. The approach is to enhance sustainability by moving away from relief and following a developmental approach.

The joint programme has five major outcomes and United Nations Educational, Scientific and Cultural Organization (UNESCO) is implementing, in close partnership with federal government and provincial governments, education component of the Joint Programme. The strategy and action of RAHA education component focuses on developing the capacity and providing essential support for educational management, service delivery, quality education, enhanced enrolment, student retention, improved school infrastructure and foster community involvement in education.

Nowshera is one of the refugee affected districts of Khyber Pakhtunkhwa Province covered by the Joint Programme. In July 2010 the district was badly affected by flood. Majority of the educational facilities including District Education Office totally damaged and basic facilities destroyed. On the request of District Education Office, UNESCO is contemplating to assist the District Education Department in development of District Education Recovery Plan and respond to the immediate needs of the district within the resource available for the purpose.

In this context, UNESCO seeks a competent expert to support Nowshera District Education Office in achieving its objective by undertaking the activities stated below.

The expert will report to and work with Project Officer under the overall guidance of Programme Specialist.

Key Tasks

Through desk review, meetings and frequent field visits and in close collaboration with Nowshera District Education Office and other relevant Offices, the Consultant will:

1. Facilitate formation of a Task Force involving District Coordination Office and District Education Office (DEO) staff in planning and executing the exercise and meet with Education Cluster Members.
2. Prepare a strategy for development of Nowshera District Education Recovery Plan (DERP) in close coordination with Khyber Pakhtunkhwa Elementary and Secondary Education Department and DEO by following the Inter-Agency Network for Education in Emergency and UNESCO/IIEP guidelines for planning education in emergencies and reconstruction. The process will include:

a. Sensitization of the education official and I/NGOs on holistic approach to education in emergencies, recovery and reconstruction.

b. Review current institutional arrangements for responding to the district level education response programme.

c. Review, together with a team of District Education Office staff, the current status of district level educational needs for recovery and reconstruction in a holistic manner (covering formal, non-formal, technical and vocational, etc) taking pre-conflict, pre-flood and post-conflict/flood needs into consideration.

d. Meetings with Education Cluster Leads and other members of the Cluster in Peshawar and private school umbrella organization(s).

e. Facilitate identification of the roles of the UN, private, and NGO sector in assisting the District Education Office.

1. Facilitate and ensure participation of UN (UNICEF, ILO, etc), I/NGOs and other relevant departments such as Department of Social Welfare and Women Development and Directorate of Technical Education and Manpower Planning, who also have mandate/Programmes on formal/non-formal education and technical and vocational training fields.
2. Plan and organize district level stakeholders workshop to develop Nowshera District Education Recovery Plan with realistic budget (available and required) with clear statements of roles and responsibilities of different stakeholders (government, private and international) for effective implementation of the Plan.
3. Assess training needs of District Education Office staff for effective planning, implementation and monitoring of educational interventions in general and DERP in particular. It will cover needs of district officials of other line departments involved in formal and non-formal education and training. The exercise will include documentation of past trainings, their effectiveness and lessons learnt to help plan and design better training.

E. Deliverables

1. District level Action Plan developed and endorsed by Khyber Pakhtunkhwa DoE.

2. Analytical report on training needs of district level education managers, deputy and assistance managers of DoE, DSWWD and DTEMPT, etc.

3. Succinct assignment completion report focusing on the processes and products.
Required Skills
1.At least Masters Degree in Education or relevant field with sound knowledge of educational planning.
2.At least 5 years of relevant experience in education planning and management field.
3.Excellent writing skills in both English and Urdu. Ability to speak Pashto is an asset.
4.Ability to facilitate training and workshop.
5.Proficient in use of computer for planning.
