[Full-time] Education Specialist (Gender Capacity Building) at Fixed Term

Provides technical assistance to the Provincial DoE and the Gender and Education Teams (PGET):

-To ensure timely development and submission of evidence-based proposals to the Technical Action Committee (TAC) for approval and follow-up;

-To prepare reports, publications and briefs;

-To develop Project Cooperation Agreements for gender in education initiatives; identify technical specialists and draft terms of reference;

-To develop innovative and effective strategies to document and disseminate successful practices;

-To facilitate and actively participate in results-based field monitoring visits.

Develops professional and effective working relationship with the government's Ministry of Education at the federal level and Departments of Education (DoE at the provincial level to support their efforts in meeting the challenges and pursuing effective strategies in order to achieve the planned results of the Gender in Education Policy Support Project (GEPSP).

Contributes to setting up and facilitation of management and coordination mechanisms to ensure the tripartite participation of MoE, DoE, and DFID in programme decision making. This would include:

-Working closely with government to organize and conduct periodic meetings of the Steering Committee and Technical and Action Committee, and their engagement with other ministries and departments (especially, Finance, Planning and Development, and Social Welfare and Special Education), research institutes, private institutions, civil society organizations, media, NGOs and other international agencies;

-Assisting government to organize and conduct coordination meetings at the district, provincial and national levels for regular information sharing and discussion of policy reform recommendations based on lessons learned;

-Supporting the development of detailed work-plans of DoE and MoE gender units, ensuring compliance with, and achievement of, specific assigned Project objectives;

-Supporting activities associated with progress reviews, based on timely preparation of progress and annual reports;

Supports national and provincial GEPSP teams to receiving timely delivery of project supply and non-supply assistance, ensuring proper and timely compliance with UNICEF and Government procedures. Monitors delivery, quality and proper use of supplies through field visits. Liaises with PGETs to ensure disbursement of funds, and document financial transactions.
Required Skills
LANGUAGES (Indicate the languages required and desirable.)

Fluency in English is required. Knowledge of the local language of the duty station an asset.

Strong analytical understanding of issues, challenges and opportunities facing Gender in Education in the context of Pakistan.

Demonstrated ability to establish harmonious and effective working relationships with government counterparts and colleagues;
Computer skills, including mail, internet and various office applications;
Ability to work in an international and multinational environment;
Commitment to results-based management;
